«Эффективный диалог с бизнес-сообществом – ключевая задача органов власти Свердловской области»

On the third day of EEYF, the international youth scientific conference "Regulatory Impact Assessment: Strategic Partnership of Authorities, Businesses, and NGOs" was held.

In the keynote speech, Prof. Natalia Vlasova, the USUE   Department of Public and Municipal Administration, told about the mechanism for assessing regulatory impact as very efficient, "which allows public organizations and businesses to monitor the adoption of a regulatory act and protect their interests at the stage of its adoption."

 

In Russia, the procedure for assessing the regulatory impact has been running for several years.   The plenary session was aimed at identifying and discussing problems in this area. Officials of state power, local self-government, members of public organizations and business gathered at the discussion. The organizers of the conference were USUE, VEO of Russia, Ural Branch of VEO of Russia, and Public Chamber of Sverdlovsk Oblast. The conference held a plenary meeting, as well as a session for high school students.

Elena Dvoryadkina, USUE Vice-Rector for Research, noted the following:"RIA is the mechanism that allows you to take into account the opinions of all parties and develop positive solutions. Russia is a very large country. The problem of regional diversity is very acute. The issue on the agenda is to take into account this regional diversity. "

 

Guests from the Republic of Belarus shared their experience in creating an institution for assessing regulatory impact.   "From a practical point of view, the Republic of Belarus, together with the Russian Federation, is working hard to harmonize the institutional framework of the Union State,"   Elena Vankevich, vice-rector for Research of Vitebsk State Technological University, appreciated the efforts of colleagues. We are just beginning to introduce RIA institution. Currently, we are debugging its specific application tools. Moreover, the initiation of this institution belongs to the business community."

Sergei Tyurikov, former president of the non-profit partnership "Union of Small and Medium-Sized Enterprises of Yekaterinburg” spoke on behalf of the business community, brining up an issue  that the government does not consider  the opinion of business. As a reinforcement of his thesis, the speaker cited the law on online cash desks as an example: What organization has promoted this law?”

“It was a federal project, and public associations’ opinion was negative. Despite this, it was adopted. The consequences were deplorable. The authorities later realized these problems,” Irina Rakhmeeva, head of the Regulatory Policy Improvement Department at the Ministry of Economy and Territorial Development of Sverdlovsk Oblast, entered the dialogue between government and business.

Olga Ergunova,   chairperson of the Sverdlovsk branch of the Russian Union of Young Scientists,   agreed with Sergei Tyurikov that   cases of ignoring negative expert opinions "are not uncommon, as in the case of online cash desks, even though they are mandatory for coordination in the government."   Olga Titovna also told about the prospects for the development of RIA institute in Russia in the framework of the digitalization of economy.

Based on the results of RIA monitoring conducted by the Ministry of Economic Development of Russia in the regions in 2017, the leaders turned to be Khabarovsk Krai, Krasnodar Krai, and Ulyanovsk oblast. Sverdlovsk Oblast is also ranked very high.
